With no animal control in my town, how do I keep chickens out?

The town I live in has no animal control officer (too much money and not enough complaints) so how do I get my neighbor to keep her chickens out of my yard legally? Do I have any rights to protect my property against them that doesn't involve animal control? I just don't know what to do other than try to catch them and bring them to a local shelter, and that's way too much work for no relief.
