BDO US to Peso conversion rate?

The rate, at the present moment, is $1USD=43PHP (Philippine pesos)...or at least I believe that's what it is. However, when I withdrew money from the BPI ATM, I had $50 in my USAA online bank and I withdrew 2,000 pesos (was charged a 200php fee) and it told me my available balance was 7,000 pesos. This does not match up with the 1USD=43pesos conversion. So what is the bank atm's conversion rate at BDO/BPI?
